How can I get an official certification to made it allowed race with it?
Is that only for Swedish officials or perhaps Dutch board members to?
In The Netherlands we don`t have an official OnedesignClass IF.
Of course, the sails must accordingly the Class rules

I think you should check with your national authority. Most probably you have to find a national measurer that can measure your sails according to the class rules and put on the necessary certification mark.

If you do not succeed in Holland, you can certify your spinnaker in Sweden if you (or one of your friends) pass by some time. We can help you.

Remember that, before certification, you have to apply your sailnumber and national letters on the spinnaker.. 8)
